汕头大学发布新版校园道路交通安全管理规定

汕头大学正式印发《汕头大学校园道路交通安全管理规定》(汕大发〔2025〕111号),该规定经2025年5月13日第14次校长办公会议审议通过,自发布之日起施行。原1997年颁布的校园交通安全管理规定同时废止。

核心管理措施

  1. 车辆准入制度

    • 东海岸校区禁止摩托车、电动自行车等入校(保障类车辆除外)
    • 桑浦山校区电动自行车实行"控制增量、减少存量",符合条件者需申请通行标签
    • 本科生及全日制研究生禁止驾驶机动车入校(特殊情况需审批)
  2. 通行规范

    • 机动车校园限速20公里/小时,非机动车限速15公里/小时
    • 禁止鸣笛、使用远光灯、追逐竞驶等行为
    • 执行"行人优先"原则,人行横道必须礼让
  3. 充电与停放

    • 电动自行车须在集中充电点充电,禁止私拉电线
    • 所有建筑物内禁止存放电动自行车及蓄电池
    • 长期闲置的非机动车将予清理

违规处理机制

  • 机动车违规将面临批评教育至禁止入校等九级处罚
  • 非机动车实行年度12分累积记分制:
    • 违规停放/充电:每次记2分
    • 年度满12分取消通行权限
    • 可通过交通安全志愿服务抵扣记分
  • 伪造通行证件者将永久取消申请资格

管理职责分工

  • 保卫处:交通秩序管理、违规查处
  • 基建处:道路/停车场规划建设
  • 资源管理处:充电桩运维
  • 各学院:师生车辆安全教育

Shantou University Issues New Campus Road Traffic Safety Regulations

Shantou University has officially enacted the "Campus Road Traffic Safety Management Regulations" (STU Development [2025] No.111). Approved at the 14th President's Executive Meeting on May 13, 2025, the regulations take immediate effect, replacing the 1997 version.

Key Management Measures

  1. Vehicle Access System

    • Donghaian Campus prohibits motorcycles/e-bikes (excluding service vehicles)
    • Sangpushan Campus implements e-bike "incremental control and stock reduction" with limited permits
    • Undergraduates/full-time postgraduates barred from driving on campus (exceptions require approval)
  2. Traffic Rules

    • Speed limits: 20 km/h for motor vehicles, 15 km/h for non-motor vehicles
    • Prohibitions: honking, high beams, racing
    • Mandatory pedestrian priority at crosswalks
  3. Charging & Parking

    • E-bikes must use centralized charging stations; private wiring prohibited
    • All buildings ban e-bike/battery storage
    • Abandoned non-motor vehicles subject to removal

Violation Handling

  • Motor vehicle offenses: Nine-tier penalties from warnings to campus bans

  • Non-motor vehicle annual 12-point system:

    • Illegal parking/charging: 2 points per offense
    • Campus access revoked at 12 points
    • Points deductible via traffic safety volunteer service
  • Counterfeit permits result in permanent eligibility revocation

Management Responsibilities

  • Security Office: Traffic order enforcement
  • Infrastructure Office: Road/parking facility planning
  • Resource Management Office: Charging pile maintenance
  • Academic units: Vehicle safety education
