STU Issues Notice on Regulating Agenda Submission for Party and President Meetings
Shantou University’s General Office has issued a notice further regulating the submission of agenda items for the Party Committee Standing Committee and President’s Office meetings, aiming to improve meeting quality and deliberation efficiency.
Key Requirements
1. Pre-meeting Compliance Review Normative documents submitted for review must first be examined by the General Office for legal and regulatory compliance. The submitting department head must brief the Party Secretary and President one week in advance, covering the background, basis, main content, and consultation status of the document. Only after written approval may the item be placed on the agenda.
2. Regular Meeting Schedule and Deadlines
- The Party Committee Standing Committee and President’s Office meetings are generally held every Wednesday morning.
- Submit complete electronic materials to the General Office by 12:00 on the Friday one week before the meeting for compliance review.
- By 17:30 on the Monday of the meeting week, submit the signed agenda forms and materials (printed + scanned copies) to the General Office.
- The General Office will compile and submit all materials to university leaders by 12:00 on Tuesday.
- Items submitted after the deadline will not be scheduled for that week and will be deferred to the following week.
3. Ad hoc Adjustments If meetings cannot be held at the regular time due to special circumstances, the General Office will issue separate instructions on submission deadlines.
