Overview

Approved at the Party Committee meeting on May 19, 2026, the Meeting Rules of Procedure (Document No. 2026-3) have been formally issued, comprising 19 articles.

Key Provisions

Based on the CPC Constitution and relevant regulations for higher education Party organizations, the rules include:

Decision-Making Principle

  • Collective leadership combined with individual division of responsibility; major issues require “collective leadership, democratic centralism, individual deliberation, and meeting decision.”

Scope (13 Categories)

  • Implementing higher-level directives, comprehensive Party governance, Party-building planning, grassroots organization setup/election, member development/management, cadre work, internal awards, anti-corruption, and trade union/youth league affairs.

Meeting Requirements

  • Typically monthly (or as needed), convened by the secretary (or deputy).
  • Majority of members present for regular meetings; two-thirds for major decisions.

Voting

  • Oral, show of hands, or secret ballot; passage requires majority of all members.
  • Recusal required when议题 involves the member or their relatives.

Implementation

  • Decisions enforced by designated members or units, with oversight and evaluation mechanisms; non-compliance may result in accountability measures.
