Party Committee Issues Comprehensive Governance Responsibility List

Overview

Approved at the Party Committee meeting on May 19, 2026, the Responsibility List for Comprehensively Governing the Party Strictly (Document No. 2026-4) has been formally issued to all branches for implementation.

Three Responsibility Categories

Based on the CPC Constitution, relevant regulations, and university implementation measures, the document defines three responsibility lists:

1. Committee’s Primary Responsibilities (13 items)

Covering political construction, theoretical study, ideology, democratic centralism, grassroots organization, conduct improvement, discipline enforcement, internal oversight, and united front work. A dedicated meeting on comprehensive governance must be held at least once every six months, with an annual report submitted to the university Party committee.

2. Secretary’s Primary Responsibilities (9 items)

Including upholding the authority of the CPC Central Committee, implementing “first议题” study, democratic centralism, conduct improvement, compliance with Party discipline, anti-corruption efforts, Party-building leadership, cadre management, and oversight responsibilities.

3. Members’ Dual-Responsibility Duties (7 items)

Each committee member bears significant leadership responsibility for governance within their designated scope, including guiding affiliated branches, participating in dual organizational life, combating formalism and bureaucracy, exemplary compliance with laws, regular reporting, and strengthening routine oversight through conversations and inspections.
