Overview
The Party Committee Organization Department requires all secondary-level party committees and general party branches to manage the transfer of party member organizational relationships and archive materials for the class of 2026, and to provide education on party spirit and organizational awareness.
Five Transfer Scenarios
| Scenario | Organizational Relationship Destination |

| Further study (on-campus) | The secondary party organization of the admitting graduate school |
| Further study (off-campus) | The party organization of the admitting institution |
| Employed | Employer’s party organization; if none exists, transfer to local street/town party organization or public employment service agency party organization |
| Unemployed | Residential street/town party organization or county-level public employment service agency party organization |
| Self-employed | Local “two-new” party organization or floating party member organization |
| Studying abroad | Retained at the original secondary party organization; written application and retention form required; contact at least once every six months; organizational life resumed within 3 months of return; party membership may be terminated if absent over 5 years |
Transfer Procedure
- Student fills in information: Confirm the receiving organization’s exact system name and submit the transfer registration form
- Secondary party organization verification: Check each member’s destination, submit to the Organization Department by June 20
- Transfer execution: Within Guangdong — via provincial digital system; outside Guangdong or system issues — paper introduction letter; party dues must be fully paid
- Reporting: Members must report to the receiving organization within 2 months; return the receipt for paper letters; failure to report may result in automatic withdrawal; organization changes within 3 months may be re-processed
Archive Material Transfer

| Applicant/activist/development target materials | Sorted, sealed, hand-delivered by the graduate; roster also submitted to the Organization Department |
Secondary party organizations must provide training on transfer procedures and distribute the attached tip sheet for graduating party members.
